to be used by all parties to the unfccc they provide default data and methods they allow the use of more sophisticated methods if countries wish to use them and they are consistent with the guidelines the ipcc has developed guidance on emission factors and activity data to help countries account for the greenhouse gas inventories ipcc guidelines for national ghg inventories topic d۳. slide ۲ of ۲۱
